The fix appears to be something to do with MSI's services not running, or not being loaded at start-up. I run the app as a standard (non-administrator) user in Windows. Reinstalling the app did not work, nor did applying driver updates and installing the latest version. I could launch the UWP App, but it would hang when and display "waiting for SDK running". I ran into the issue where Dragon Centre would not run for me.
